Davide Cirillo is a public policy consultant and project manager with more than ten years of experience, he has drafted over 200 proposals for tenders and grants—ranging in value from €50,000 to €8 million—funded by the European Commission and major international donors. He works across sectors including climate action, circular economy, gender equality, migration, and private sector development, bridging high-level policy frameworks with realities on the ground.

His professional versatility is grounded in a structured, process-oriented methodology and a well-established toolkit applied to every project, including Project Cycle Management, Theory of Change, policy and project evaluation (DAC Criteria and Better Regulation), participatory research, stakeholder engagement, and GIS analysis. This rigorous yet agile approach enables him to quickly identify core needs and develop effective, data-driven solutions.

As a Project Manager and later Head of Unit at IBF International Consulting, and currently at Global Factor, he has coordinated and trained teams of up to ten professionals. As a Board Member of the Association 160cm, he also contributes to strengthening the organization’s project development and fundraising capacity.

Among his most recent achievements is the successful award of the “European Perspectives on Digital China” Technical Assistance project, valued at €6 million, prepared on behalf of Stantec.
